Not quite an enabling legislation

It has been a long wait for the disability sector to realise the aspiration of framing a legislation that captures the essence of a ‘rights based’ approach.
The paradigm shift that was initiated with the enactment of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) in 2007 needed to be reflected in all Indian legislation. Thus the government’s initiative to frame the Rights of Persons with Disabilities (RPD) Bill in 2010 was a most welcome move. The Sudha Kaul Committee, which was given the responsibility of drafting the bill, included a rigorous process of consulting key stakeholders. It submitted its recommendations in 2011.
